Each switch is assigned a domain-id when it joins the fabric and this identifier is used to route traffic through the fabric on a per vsan basis.  When a new switch is brought up, a principle switch (PS) election occurs. The switch with either the lowest priority (128 by default) or the lowest SWWN will become the PS. When setting up a new FC switch or fabric it is best practice to manually configure the FC domain-id and be deterministic about which switch becomes the PS. For example it would be best practice to have your core/director switch become the principle switch since it would be the most powerful switch and is located in the center of the fabric.
